It's my view that the comics count as canon (with the exception of the some of the strips from the sixties - the Doctor didn't have grandchildren with the last name "Who"). They contain characters that were developed and referrenced in the novels (i.e. Abslom Daak). Does that mean that the Doctor inhabits the Marvel Universe? You bet. He encountered Death's Head and stood on top of the Fantastic Four's HQ.
Granted, some stories are just throw away fluff material, but by and large I believe we can include these as part of the Doctor's adventures.
